Our Proposal
Parker Strategic Land is preparing an outline planning application for up to 190 new homes on land east of Hamilton Lane, north of Scraptoft. This parcel of up to 190 homes is the first phase of the wider Scraptoft North allocation, as set out in the current Local Plan, for 1,200 homes and supporting community infrastructure.
This is only an outline planning application, which seeks to agree the development in principle. If granted planning permission, the site requires a separate ‘reserved matters’ submission to be determined by Harborough District Council in order for the homes to be built. It is at the reserved matters planning application stage where the detailed designs would be presented. A future reserved matters planning application would be subject to a separate public consultation.

The Site
The site is located east of Hamilton Lane and north of the village of Scraptoft, covering 11.4 hectares of Scraptoft Golf Course and adjacent pastural land.
The site is not located in the Green Belt.

Design
The proposed homes will include a mix of tenures, from 1-bedroom homes to 4-bedroom family homes and will be up to three storeys high , with most at two storeys.
A significant proportion of the site will be delivered as public open space, which will be accessible to new and existing residents. An integrated approach to surface water drainage and multifunctional green space will be undertaken, to maximise biodiversity and amenity qualities on the site. The open space will include existing tree planting, green buffer zones, multi-functional green spaces and ecological open space to nurture biodiversity. The landscaping strategy will ensure that trees and hedgerows are retained where possible.
The future design work will use precedents from nearby existing buildings to reflect the architectural style of Scraptoft and the wider Leicestershire area. Subject to discussions with officers at Harborough District Council, any future reserved matters planning application, which will be prepared in accordance with local policies, will focus on the materials, details and character.
Transport
Access to the site is proposed via three separate vehicular accesses on Hamilton Lane. Two existing priority junctions on Hamilton Lane will be upgraded to four arm compact roundabouts, with the new fourth arm providing the two accesses to the site. The third vehicular access will be a new simple priority junction.
As part of the planning application, we will submit a Transport Assessment which assesses the impact of the development on the local highway network. This will be forecast using data from Leicestershire's Strategic Transport Model in agreement with officers at Leicestershire County Council.
The initial analysis shows that the development could generate around 200 two-way vehicular trips in both the morning and evening peak hours. This is equal to around three vehicles a minute.
Measures will be put in place to mitigate against the impact on local junctions, supporting and promoting the use of active and sustainable travel and limiting the impact of vehicle traffic. As part of the planning determination process, we will have discussions with officers at Leicestershire County Council and Leicester City Council about potential mitigations, which could require financial contributions to local infrastructure.
Environment
The new homes will be designed to achieve the Future Homes Standard 2025, which will ensure they are all-electric, with high levels of fabric efficiency and powered by renewables. This will reduce carbon and energy bills for the residents, whilst also having a positive environmental impact.
The new homes will be powered electrically, with provision for air source heat pumps (ASHP’s) and a proportion of the energy demand from solar PV panels.
Scraptoft village centre is within a 15-minute walk and three-minute cycle from the site, providing access to local shops and recreation area. The 58A bus route currently runs along Hamilton Lane with four services per hour at peak times, running until 11pm. This provides public transport access to services and further onward connections in Leicester city centre.
High quality pedestrian and cycle infrastructure will be provided at all three site access junctions to facilitate safe pedestrian and cycle movements. These will be provided in accordance with the Leicestershire Highway Design Guide and LTN 1/20.
Drainage
The site is predominantly located in Flood Zone 1 meaning that it is within an area with the lowest probability of flooding at less than 0.1% each year. Part of the site is located within areas of Flood Zone 2 & 3 adjacent to the Scraptoft Brook corridor.
Site specific hydraulic modelling has been undertaken in order to provide further detail on the extent of flood zones within the application boundary, allowing the design to place any development in the areas at lowest risk.
A comprehensive drainage strategy utilising sustainable drainage systems (SuDS) will ensure that surface water falling on developed areas is captured, treated and attenuated on site before being discharged at a controlled rate which is set to ensure there is no increased flood risk on or off site. In more extreme events this may result in a betterment downstream.
