Parker Strategic Land is preparing an outline planning application for up to 300 new homes on land east of Hamilton Lane, north of Scraptoft.

As well as providing a wide range of new apartments and family homes, the proposals include delivering over 8 hectares of open space, which will be accessible to existing and new residents, and enhanced drainage features to benefit the wider community. 

Before finalising and submitting an outline planning application to District Council District Council, Parker Strategic Land is inviting the community to comment on the plans and share their feedback.

What is an outline planning application? 

An outline planning application agrees the principle of development on a site. That’s why you may not see the level of detail in the plans you would expect. If an outline planning application is granted planning permission, this must be followed by a reserved matters submission showing more detail, which will be determined separately by the Council.   

As part of this outline planning application for up to 300 new homes, Parker Strategic Land is seeking approval for access, highways works, landscaping and open space. Permission for all other matters including layout, scale and appearance will be sought for as part of any additional reserved matters planning application.  

Why does the community need more homes?

Harborough District Council is legally required to bring forward sites for housing to meet its needs, which is calculated based on housing demand and population statistics by the Ministry for Housing, Communities and Local Government.

Currently, Harborough District Council must meet an annual target of 723 new homes and has identified this site as an opportunity to meet local demand for new homes.

Please submit your feedback by Wednesday 25th June, so that it can be considered before the plans are finalised and submitted as part of an outline planning application to Harborough District Council.

The Story So Far

We are in the process of seeking to secure the allocation of the site within Huntingdonshire District Council’s Local Plan by working in collaboration with local stakeholders. By incorporating insights from these stakeholders, we intend to develop a vision that benefits both new and existing residents, unlocking opportunities for the communities of Chesterton and the wider area.

This vision is designed to align closely with the goals outlined in the Huntingdonshire Place Strategy, which reflects the aspirations of local people and provides a framework for shaping the district's future over the next 30 years.

Below, is an illustrative Masterplan showcasing our early ideas for the garden village and highlighting the potential for delivering new infrastructure in line with the aspirations of the Place Strategy.

How can I find out more and have my say?

We are committed to working in partnership with the local community, the local authority and stakeholders to develop the vision for the site, ensuring that the garden village delivers meaningful benefits for both current and future residents.

In 2025, we will conduct a consultation process, giving you the opportunity to contribute to the development of the site’s future vision. As part of this effort, we plan to establish a community liaison group to better understand the aspirations and priorities of local people. Additional consultation events are planned for later in the year, and this website will be regularly updated to keep you informed as our plans evolve.
